SKOWHEGAN — A former resident of the men’s homeless shelter in Skowhegan has been indicted by a Somerset County grand jury on six felony charges involving sexual contact with children and possessing child pornography.
Bradley Chipman, 44, showing an address of 12 McClellan St., Skowhegan, is charged by the grand jury with two counts of class A gross sexual assault on a child under 12, two counts of class B unlawful sexual contact with a child under 12, one count of sexual exploitation of a child for allegedly photographing the illegal activity and one count of possession of sexually explicit materials involving a child under 12, according to the indictment.
The activity is alleged to have occurred between May 18, 2016, and May 18, 2017, in the town of Solon. Two girls were identified as victims, both under the age of 12.
Also indicted by the grand jury on child sex charges is William F. Heiser II, 61, of Lewiston. The former Pittsfield man is charged by the grand jury with three class A counts of gross sexual assault on a girl under the age of 12 and with one count of class B unlawful sexual contact with the same victim.
The crimes are alleged to have happened between Sept. 1, 2009, and Aug. 31, 2012, in Pittsfield, according to the indictment. Detective Jeremy Leal of the Somerset County Sheriff’s Office Criminal Division was assigned to the case in February on a referral from the Vermont Department of Health and Human Services.
The person identified as the victim, now 16, made the allegations to a school mental health worker in Vermont, where she now lives, Sheriff Dale Lancaster said in May when Heiser was arrested.
“The girl would have been under the age of 10,” Lancaster said. “These are extremely serious charges. These are significant charges, and the severity of these crimes do not minimize over time. These crimes have a lifetime emotional and physical impact on the victims.”
An indictment is not a finding of guilt, but is an indication by the grand jury that enough evidence is present in a case to proceed with trial.

• Michael Allen McGregor, 23, of Hartland, charged with attempted burglary and criminal trespass, May 21 in St. Albans.
• Todd T. Spencer, 27, of St. Albans, charged with attempted burglary, criminal trespass and possession of burglary tools, May 21 in St. Albans.
• Mark C. Tibbetts, 46, of Jackson, charged with operating after revocation, Jan. 5 in Fairfield.
• Cody E. Weeman, 22, of Dixmont, charged with burglary, two counts of theft, two counts of receiving stolen property, possession of a firearm by a prohibited person and violating conditions of release between April 14 and April 16 in St. Albans.
• Travis W. Clement, 38, of Norridgewock, charged with domestic violence assault and domestic violence terrorizing, March 1 in Fairfield.
• Colby Elwood Giggey, 26, of Skowhegan, charged with burglary and aggravated assault, May 29 in Skowhegan.
• Brian Joseph Wright, 30, of Skowhegan, charged with domestic violence assault, June 5 in Skowhegan.
• Benjamin M. Spaulding, 28, of Anson, charged with unlawful trafficking in scheduled drugs and unlawful possession of scheduled drugs, April 14 in Anson.
• James Allen Mack, 37, of Skowhegan, charged with two counts of unlawful trafficking in scheduled drugs, three counts of unlawful possession of scheduled drugs and falsifying physical evidence, March 30 in Skowhegan.
• Justin A. Brown, 36, of Embden, charged with operating after revocation, April 7 in Anson.
• Michael Chad Everett, 40, of Norridgewock, charged with domestic violence criminal threatening with a dangerous weapon and domestic violence reckless conduct, May 30 in Norridgewock.
• Michael Anthony Dellarma, 29, of Mercer, charged with eluding a police officer, two counts of unlawful possession of scheduled drugs, criminal speed, and two counts of violations of the conditions of release, May 3 in North Anson.

• Stuart Bull, 46, of Norridgewock, charged with aggravated assault, assault, two counts of violating conditions of release and criminal mischief, Feb. 11 in Norridgewock.
• Kimberly R. Brown, 44, of Skowhegan, charged with theft, March 16 in Skowhegan.
